What it is

VoltaHR is a multi-tenant workforce operations suite spanning company and employee administration, scoped access, attendance, shifts, timesheets, leave, documents, meetings, payroll workflows, employee self-service, recruiting, candidate self-service, and an emerging workforce-assurance module.

The implementation is currently most aligned with SMB and mid-market employers in Mozambique. Localisation profiles also exist for Portugal, Angola, South Africa, and Cape Verde, but localisation configuration does not prove market validation or multi-country statutory payroll support.

Payroll workflows

Configurable schedules, tax rules, brackets, deductions, payroll runs, paystubs, and exports, including Mozambique-specific INSS profiles and payroll ledgers with seeded 2026 employee and employer rules.

Volta Recruit — beta

Requisitions and jobs, candidates, applications, configurable screening scores and stages, interviews, offers, preboarding, analytics, a public careers site, an authenticated candidate portal, and offer-to-new-hire synchronisation.

Volta Assurance — preview

Sectors and organisational units, overtime preauthorisation, deliverables and bilateral review, attendance-to-overtime linking, append-only hash-chained events, daily Merkle roots, and passkey-capable identity evidence.

Technical proof

  • Next.js 16 and React 19 application covering public pages, employee and admin dashboards, careers and candidate portals, recruiting, payroll, INSS, and Assurance.
  • Go and Echo core HR API on PostgreSQL and Redis, with OpenTelemetry, S3-compatible storage, passkeys, MFA, and dynamic RBAC.
  • Go gateway with JWT and JWKS validation, Redis-backed rate limiting, circuit breakers, load balancing, routing, and optional Kubernetes discovery.
  • Forced PostgreSQL row-level security across substantial tables in the workforce core, with dynamically assigned scoped roles and permissions.
  • Tamper-evident, hash-chained workforce evidence with daily Merkle roots.
  • Kubernetes, Helm, and Argo CD overlays with probes, autoscaling, security contexts, secrets, managed data-service configuration, telemetry, and rollback notes.

Availability and scope

Present Workforce Core as the mature centre, payroll as configurable workflow and localisation support, Recruit as beta or pilot, and Assurance as preview. The core API and gateway test suites pass; the recruiting service currently has one failing gateway-signature middleware test. Production-oriented GitOps and rollback material exist, but no live cluster was reviewed and the relevant deployment decision record still labels gateway and recruit production promotion as proposed.

Current limitations

  • Payroll is a configurable workflow. It is not legally compliant or guaranteed-accurate payroll, and complete multi-country statutory payroll is not claimed.
  • The BCI export is a BCI-format payroll export, not a bank-ready payment file: the bank-account field is currently left blank.
  • Monetary calculations use floating-point arithmetic in relevant paths, some tax and deduction failures degrade to zero or are skipped, a payroll run can succeed while individual employees fail, and INSS posting is not atomic with payroll processing.
  • Row-level security does not cover every recruiting data path: some direct-pool repository methods remain at risk under the restricted runtime database role.
  • Candidate scoring is deterministic weighted matching. The chatbot provider clients are placeholders that fall back to local rule-based behaviour, so Recruit is not marketed as AI-powered.
  • Job board, calendar, meeting, and collaboration providers are available connector implementations, not verified active integrations.
  • E-signature state, provider configuration, workflow, and webhook validation exist, but outbound e-signature provider calls do not.
  • Volta Assurance provides hash and chain verification. Signature verification is absent: the server currently wires a no-op signer. It is not digitally signed, externally anchored, timestamp-authority backed, tribunal-ready, tamper-proof, or legally admissible.
  • No certification, service-level, scale, or return-on-investment claims are made.
